Ability for an external website to build a program event url
From a chat with Kevin Russell at bbcon, my understanding is that the URL for pre-registered program events is based on the name plus the date but that it changes if one in the list is inactivated or deleted. So there's no way to build the URL on a webpage.
One idea that our group kicked around was for development to create a static field in which to store the URL (similar to a smart field). Storing it in a static field would reduce the load of dynamically generating it all the time. But it would then be possible to build the URL on external webpages.
