Be able to turn on and off preregistration from a program
Online we want people to be able to register for tickets but turn it off for sale of tickets the night of the event. Because it is not editable we have to create a separate program for general ticket sales the night of the event. This is causing reporting issues as well because now we have to add two different programs for the same one.

We are manually reducing the max number allowed to be the actual number enrolled at the time.
