Add exclusion report to Appeal Mailings

A report of constituents who were excluded from an appeal mailing, if it could be saved as a selection, could be very useful. For instance, if Members in a renewal process are excluded for an annual appeal until later. Or if Staff are asked in a different fashion, for instance, this would be very helpful.
