Capture emails when online order processing fails in order to notify people when problem is fixed

When credit card transaction processing fails, users receive a message to "please call before you try again." It would be more helpful to say "We will contact you once we have corrected the problem." And then email the affected people when the problem is resolved and encourage them to try again then. Because, really, with the existing approach, a lot of people won't call;  they will just get frustrated and give up.
