Donor Constituency applied ONLY to records of gifts over $0 during the time frame

We just launched a new Membership program where different levels included a donation. Our issues is that levels that are purchased not at a donor level are being marked with the Donor Constituency even though they haven't donated... Changing the criteria on this would assist in keeping our data clean and more easily useful.
