Need ability to create a Smart Query from an ad-hoc query or from scratch

For less than savvy users, Smart Queries are a great feature but I have recently learned that, contrary to both the Altru integrated help information, and the knowledge-base (filtered to Altru), we end users DO NOT have the ability to create our own custom Smart Queries.  Not from scratch nor as a conversion from an ad-hoc query.  We are stuck with those few smart queries that are pre-packaged in the application.
