We'd like to provide adjustable discounts to visitors but not by every ticket seller. Instead, the usual ticket seller should be required to call over a manager and have them do an override of some sort to apply the adjustable discount.

At first, I thought we could create a standard discount with code for a $0.01 value. Then have the manager enter the code and specify how many times to apply the discount to equal the amount you wanted discounted. Unfortunately, it only works up to the number of items you have in the order. So, I can put in the code along with "apply 25 times" for an order of three adults and two child tickets, but it will only deduct $0.05 instead of a quarter.
