Let us link to external CSS in page designer

Any time I need to make a change to the style sheet used in our webforms, I have to go through the page designer, click on the layout I already want to use, etc... to get to that style sheet. Sometimes, even though I click on the proper layout (header, footer, responsive for me) the Page Designer thinks I clicked a different layout, which totally screws up my webforms. So I have to go back and try again.

If power users or HTML-knowledgable customers were allowed the option of linking to an external style sheet, we could host a .css file hosted on our main website and make quicker, more surgical changes when necessary.
