Let programs contain some events with rosters and some events without rosters

We host a festival on our property once a year, with lots of activity. Ideally, we'd have all the events during this festival live under the same program umbrella, but some of them require a roster and others work better with no roster.

It would be absolutely wonderful if events under the same program umbrella could differ from each other with respect to rosters.
