Be able to apply exclusions to all letters

I like the ability to apply exclusions to a particular letter, but I would also like the ability to apply exclusions to ALL letters in one fell swoop. It's a huge pain to add a solicit code -- or remove one -- to a mailing that has 60 different letters.
