Allow the "Where would you like your tickets..." and "Discount code" web form options to be disabled for individual programs.

Allow the "Where would you like your tickets..." and "Discount code" web form options to be disabled for individual programs. Right now, if you want this option on the webform, it is there for all webforms, even if tickets are not available. This is very confusing for the average user. If a ticket is available, we should be able to turn this feature on, if not, we should be able to turn it off.
