Specifying the Hierarchy/Priority of Discounts

Currently in Altru if two Discounts are of equal value the discount that was created first trumps the other discount. An example of this is during our Free Hours where anyone that comes in between 9 am to 12 pm receives the discount Free Hours regardless if they are members or not. Members get in free but are not identified as members when running the Discount report. We have to run a query to find which members came during that time period. If there were a way to prioritize which discounts (of equal value) could come up first it would help with this kind of reporting.
