Restricting event ticket sales by constituency

It would be nice to be able to restrict program event ticket sales to constituencies rather than just members (of various levels) and non-members. For example, volunteers, staff, donors, past event registrants, or patrons could all be encouraged to register for a restricted event. Currently, in order to do this, you have to assign individuals a membership level. This gets hairy because a lot of these people already have memberships. This would benefit membership departments as well as programming departments.
