Creating Invoice for Scheduled Programs

We are looking at wanting to create an invoice/PO within the (registered) scheduled program itself.  

For example, we have a Teacher Professional Development (online registration required) Scheduled Program, but not all teachers/schools are able to pay by credit card online. Their main form of payment are checks. We realize there is a "pay on arrival" option, but we would like to be able to send out an invoice that is created within the (Altru) program itself to send out rather than an external (manual) document we create.
