We recently had a constituent register himself and his wife for a preregistered program. Some time later, he invited some friends and tried to buy the friends' tickets online and was told he could not do so because he was already registered. While I understand why we would want to avoid duplicate registrations of the same person, I think a constituent should be able to host multiple registrations if they want to purchase tickets for others at a later date.
We also run into this type of situation for our special events, like our annual gala. A person might register himself and his spouse, and then later want to buy tickets for his children or some friends. I understand there's a back-office workaround for this, but it should also be available for online sales so that people can register themselves rather than having to call in to make the change.
