Move the ability to edit gender defaults associated with titles out of the Major Giving Module

I wanted to update a title that is automatically associating with a gender, but come to find out, you can only make changes if you have the Major Giving Module (we do not).  It would be more helpful to move that functionality outside of that module so that basic users of altru can make those changes.
