Guest passes should not issue during a midterm upgrade

Right now we have the system configured to issue 4 digital guest passes to every membership upon join, renewal, or rejoin. Only by accident did we figure out that they are also getting issued during a midterm upgrade. Which means the member gets double the benefit during the membership year. This should not happen during the midterm upgrade transaction. Now we have to go back and find all midterm upgrade transactions and manually delete them. This is very difficult to do because you cannot query "midterm upgrade" as an action. And very time-consuming.
