Ability to Base fees on Net Price of ticket or Cart

Currently % based fees are calculated on the full price of a ticket before discounts are applied. This is problematic if the fee is meant to recover CC processing costs as it will overcharge the customer. Having the ability to set the fee to calculate on the final net price would allow the fee to reflect the actual cost to the customer.
