Not sure if this is a bug or intentional. If you create program events in a location that has a conflicting even at the same time, there is no way to update the capacity or membership programs allowed for that event once it has been created. This essentially means we have to have duplicate locations so that we can create program events and update capacity after the event is created. (Example would be member event tickets vs general public event tickets to the same lecture)
