Memberships should be current for the program they are registering for, not at time of registration but at time of program

Altru should be able to look at one's member expiration date and not allow a member to take advantage of a program's (i.e. summer camp) member discount if their membership expires before the start/end date of the camp/program, but is current at the time of registering. Our members get a big discount for camp but they expire before the start of the program and they are still receiving the discounts. Can this be fixed? thanks.
