Membership Promotions for Active vs Expired Status

We like to add extra incentives and promotions to our current members as a way to thank them for continued support. Currently, there is no way to restrict discounts to memberships based on membership status, so anyone who was at one point a member also has access to the promotion, which we would like to limit as much as possible.
