Allow designation tab in events to be changed after the event is built

When building an event, if you forget to check the box to allow designations on fees you will not be able to add designation on fees, you would have to create a new event. I have a huge event with all the registrations and invitations in it so there is no way I have time to go back and rebuild the entire event.
