Ability to disable e-ticket sending (and all delivery methods) at the program or event level.

There are some program types that we do not want etickets sent via email. Currently, you cannot adjust delivery options (or deliver eticket sending) at the program level, which assumes that every type of program at an institution functions the same way (not realistic). It would be helpful to have the ability to disable etickets at the program level.
