Add "Ask" operator to query

One of the strengths of query in Raiser's Edge was an operator called "Ask". This allowed us to build criteria that would be dynamic every time the query was run. The system prompts you for a valid operator at runtime.

This would allow us to build queries in Altru for users that are more general, and the users that run them can get results as needed with either editing the query or building new ones each time the criteria changes slightly.

    I think this is a great idea. I miss that feature.
