Allow 'With Required Purchase' discounts to apply to tickets not at full price

It would be great if discounts set up as 'with required purchase' could be applied to tickets not at full price. As it is, this discount type only works on a quantity of tickets at full price. We need to use discounts in combination in our Group Sales Reservations, one of which provides a discount on the ticket prices (in order to create a package price for schools participating in more than 1 program) but then we cannot apply our other discount we offer which provides 1 adult free for every 10 youth in attendance.
