Global Change apply multiple attributes

My organization uses an Attribute tied to a Code Table to track mailing list interests. Constituents can have multiple Attributes on their account to indicate multiple interests. When I try to apply a Global Change adding the attribute with a different value, it skips everyone who already has an Attribute with a different value. Global Changes needs to be able to apply multiple versions of the same Attribute.
