Enable discount reason box for pre-set (i.e. non adjustable) discounts

We are being overrun my manual discounts.  Many of these discounts are identical (same amount off of same programs etc) but have been set up as separate discounts purely so we can track the reason it is being applied.  If we could just have one discount and use the same reason box that is there for the adjustable discounts, we could make things a lot neater/more user friendly for front of house staff.
