I have been advised to post to the community that it is
possible to oversell an Event in daily sales even if the event is at
capacity.  Events will stop selling online
when capacity is hit, but not in daily sales. 

I feel that this is a basic ticketing need that should be
taken care of by the system.  Not
something that needs to be watched or manipulated by a staff person.
