Create a Permission/System Role for "Merchandise Manager"

There is not a System Role that covers the permissions someone who manages Merchandise would need.  Instead these permissions fall under other categories.  Oddly enough, right now some of them are under Guest Services Manger and others are under Director of Development - and you need both to function as the Merchandise Manager.

I think it would make sense to break those permissions out into their own System Role.
