Need a System Role for solely "user account management" (unlock accounts and reset passwords)

We would like our Admissions staff to be able to support end users with any account needs, but do not want this staff to have the ability to modify System Roles, specifically for "Administrators".  This would free up Admins from the day-to-day account mishaps and allow Admissions managers to take care of their end user's needs.
