How can I have a teacher register her class for a program online?

We often have schools pay a flat fee for teachers to attend registered events. Can this be changed to an idea? We'd like the teachers to register for the event online at no charge, and then bill the school through a group sale attached to the same program event.

    We need something along these lines too.... we have various school programs available and want the ability for schools (Teachers) to reserve the slots so that we can confirm and bill!  Would be great to see this type of functionality.
