We should be able to add spouses who are not already in the system through Constituent Batch. If John and Sally Smith are both added into a constituent batch, there is no way to link them together as spouses in the batch itself, since they are both new constituents. In Membership Batch, when you search for a constituent and he or she doesn't show up, there is an +add button so that you can add the constituent directly from this screen. This isn't true for Constituent Batch, but it should be!
