Need event management option between Programs and Special Events Merged

Some events have elements that need to be tracked in the way Special Events allows, but since Special Events does not have a way for members to get a discount, we have to use Programs, which has REALLY LIMITED options. We need to add documentation and track organizers, outside vendors, and tasks in the same way we can for Special Events. We either need the member option to be added to Special Events, or more event management options to be added to programs.
