Not require Default Application Programs on Rate Scales

Currently in Altru, a Default Application Program is required on Rate Scales for Flat rate items. This is meant to save time by automatically loading Programs to allocate the Flat rate item. Have any of you experienced issues with this being a requirement in Altru or would like to see this changed? If so, please give your feedback here on the Community and let us know.
