Allow Prospect Plans without the Major Giving Prospect Constituency

Prospect plans are a great tool for scheduling necessary interactions that all have to do with a common goal. And often, I like to use them for things that don't have to do with soliciting a donation like committee prospects. The fact that you have to add the MGP constituency just to use this function seems unnecessary and odd.
