Page Designer needs to be on a different permission than something like membership webforms. letters are edited and added frequently by a variety of departments, but Page Designer and other system-wide changes are only handled by one person.
Denying staff access to editing webforms isn't an option, but we already had an issue with (actually, me) accidentally uploading a letter into Page Designer rather than as a renewal letter (the buttons are on the same page). We of course will be incorporating this into our training, however it seems like such an important detail that it should have restricted access.
