Multiple levels of Web Forms Administrator

I would like three different levels of Web Forms Administrators:
  1. Set up events and edit the web forms information (specifcally assigning a custom description) on the event itself.
  2. In the Web section, manage Web Forms for donations, programs, etc.
  3. In the Web section, deal with Configuration.
Since most of my users would need access to #1 and #2, it would probably work to just have a role called something like "Restricted Web Configuration."
