allow us to assign volunteers to resources in bulk

We have volunteers hosting weekly standing tours (for example, Lois gives the Wednesday 10am tour, Mary Ann give the Friday 10am tour, Hester gives the Saturday 10 am tour, etc.). I can copy the program event and have it repeat, it will pick up and repeat that I need one docent resource, but it will not copy the assigned resource to the next 26 instances, for example, which is the duration our our printed Spring Summer guide and how we staff tours.
