Allow discounts to apply once to a constituent

Members are allowed a limited number of tickets per membership and being able to have those tickets automatically applied at the desk would be very helpful. As it currently stands, the item is being over applied because it only limits it to each order so each time the member comes in the discount automatically applies.

    Allowing a promo code to be used once per constituent/registrant in addition to the already existing option to apply/limit discounts per ticket and/or order, would be a fantastic option if it's possible.
