Flat Rate Pricing counts TOTAL number of students, or can it count specific Price Types?

Our FLAT RATE pricing are tiered for up to 25, up to 35, up to 45, etc. But these are based on number of STUDENTS, not including teachers and chaperones. However, when the flat rate prices are applied, it seems to include the number of adults in this flat rate pricing. For example. If we have a group of 24 Students, 2 teachers, 3 chaperones, it‰Ûªll bump this group into the up to 35 tiered pricing, but we want it to stay at the 25 since our rates are based on the number of STUDENTS. How would we fix that? Or does this feature only function in that way?
