We have a membership program through our Theater that allows members to get Hollywood movie tickets at a discounted rate. It would be extremely helpful to be able to link membership programs to a scheduled program and limit the amount of tickets they can purchase.
Have you tried the discount feature? Here at the Anchorage Museum, we have a planetarium. Last year, we used a discount to allow certain membership levels a certain number of free planetarium tickets per purchase. (We could have also done buy one get one or discounted).
We decided this didn't work perfectly for us, because we limit the number of tickets per year (not per transaction). We now use "guest passes" that are set to only work for planetarium shows. These guest passes are automatically administered upon membership purchase, and can be manually administered too.
Another way to do this would be to use the "Pre-sale" function. You can limited the amount of tickets purchased. Unfortunately it is only available for online sales, and you can't specify which membership level.
You can also limit the number of tickets per transaction when the event is a member program, but I don't think you can when it is a public program.
