Ability to sell member program tickets as a gift

Can it be possible for any constituents to buy program tickets for our members as a gift? Currently Advanced Sales does not calculate the member discount if the ticket purchaser is not a member or is a member who has maxxed out their ticket quota. 

This time of year I get calls from people asking to buy tickets as a holiday gift. I've also run into problems with two members who are friends but have separate memberships. It's impossible to sell their registrations as a package deal if both members are buying the maximum tickets permitted at their level. Instead I have to take down their credit card information and run two different advanced sales transactions.
