Add a web form option to disable online gift memberships

We would like to have the choice to disable the "This membership is a gift" check box for online membership transactions.  Is it possible to revise the web form to provide such an "enable/disable" choice?

We would like to encourage additional membership certificate purchases, with the membership becoming active upon redemption, instead of offering online gift membership orders.  The gift membership online orders are frequently a data train wreck with high duplicate rates and the giver's information populated on the recipient's record.  Cleanup is time consuming for back office staff and the online experience is often frustrating for the giver.

    Additionally, we would like to be able to limit the gift option on a level-by-level basis. We have one membership level in particular which is $0 and we do not want to allow people to "give" it to each other.
