Why is the email address not considered in duplicate matching? This seems like an obvious choice in matching unique records. We are spending a lot of time trying to convince thousands of constituents to register, cleaning up duplicate records and recovering from miscommunication related to duplicates. This is a major issue that seems to have a fairly simple fix.
