HTML Editor: Stop Stripping HTML Content in Appeal eMails

In order to accommodate as many eMail clients as possible, we find it necessary to include conditional comments targeting Outlook.  Upon saving and reopening the Appeal eMail content, Altru's HTML Editor has stripped out parts of the conditional code and rendered the remaining bits at regular text.
