Add ability to Discount on a dynamic dates (ex. 2 weeks prior to event date)

We offer several constiuent groups the ability to receive a discount on registration when the event they are registering for is happening less than 2 weeks away. It would be great to have a dynamic date option other than today that would allow us to set this up once rather than creating a separate discount for each event start date as we do now.
