How can you prevent communication records from showing receipt of emails that didn't actually go through?

This is very confusing to someone looking at a record to see what past communications were sent only to be told that just because there is a record of a particular email on a constituent's record, we cannot be assured it was received without checking the reports in Administration>Email Services.
