The language needs to be changed during password changes when the minimum password requirements are not met.

Currently, when a user is prompted to change their password ("your password expires in X days, do you want to change it now") and they click yes, they need to ensure that certain password requirements are met. If the password that the user enters does not meet those requirements, they get this message: https://kb.blackbaud.com/articles/Article/51396.   The message we want to convey is the one that the user gets when manually changing a password from Admin > Organizational units, seen here: Data could not be saved. The password entered does not meet the requirements for password security. Try making the password...etc.
