When an event has online availability that hasn't started yet, there is a span whose class ends with "labelEventAvailability" that prints a message about the starting time when a visitor can register for that event.
But if that event has a pre-sale period that hasn't yet begun either, the message still shows the public online availability date. When an eligible constituent is signed in, that event availability label should print the pre-sale availability.
