Option to require manager approval for cash refunds and ticket re-prints.

We'd like to be able to restrict our front line staff from re-printing tickets and doing cash refunds.  it is too easy for ticket sellers to issue fraudulent refunds or reprint orders and pocket cash.  See example here. https://www.nbcnewyork.com/on-air/as-seen-on/Intrepid-Worker-Allegedly-Stole-Thousands-from-Museum_New-York-512555942.html.   There's no way to restrict these functions in the current system.
